No Navigation Risk from Sunk Ship: MPA

The wreck of the Dominica-flagged supply vessel, OCEAN COOPER 2 that sank near Pedra Branca does not pose a risk to the safety of navigation in the area, the Maritime and Port Authority of Singapore (MPA).According to MPA, capsized and sank within Singapore Territorial Waters in the Singapore Strait on 14 February 2019.No oil pollution was reported at the time of the incident and all three Indonesian crew members were rescued without injuries.MPA has since completed a hydrographic survey of the wreck site.

Danish Maritime Authority Calls for Renewal of Shipping Documents

Time has come to apply for renewal of CLC, Bunker, Athens and Wreck Removal Certificates from the Danish Maritime Authority (DMA). The certificates must be renewed once a year when the underlying insurance expires.According to DMA, ships that are required to hold a certificate must not operate without valid certificates.Many certificates expire on 20 February 2019.These are typically  CLC, Bunker, Athens and Wreck Removal Certificates based on P&I insurance.Some CLC, Bunker, Athens and WRC Certificates expire on dates other than 20 February 2019.

Rotterdam Port to Replace Slopes to Clean-up of Oil Pollution

The Port of Rotterdam Authority is to replace a section of the slopes stretching over more than 9 kilometres that have been contaminated by the Bow Jubail oil spill.The Port Authority announced earlier that the damage resulting from the oil spill is estimated at around 80 million euros. IMO/MARPOL Amendments Enter Into Force

Requirements for ships to collect data on their fuel oil consumption entered into force on 1 March. Other important amendments to the International Convention for the Prevention of Pollution from Ships (MARPOL) have also entered into force, covering the classification of garbage, including the addition of a new category of “e-waste”, and amendments to the International Oil Pollution Prevention Certificate. The ship fuel oil consumption data reporting requirements are the latest mandatory requirements aimed at enhancing the energy efficiency of international shipping.

The decision by Brazil-based cabotage carrier Log-In Logística to select the Thordon solution for a 2700TEU newbuild Log-In Polaris, is indicative of a trend in the sector for mitigating against the risk of oil pollution by adopting the simpler, environmentally-safer water-lubricated propel shaft concept.

DMA Call for Various Certificates

OSMC Holds India Seafarers Conference

Oman Ship Management Company (OSMC) has staged a conference in India enabling seafarers to share best practices and expand industry knowledge.It comes as OSMC figures reveal growth in its managed fleet expanding from 27 to 38 in last two years, largely due to expansion in its chartering business. More than 100 delegates joined the Officer’s Conference at the JW Marriot in Juhu, Mumbai. The two-day event involved seafarers from OSMC fleet vessels, office staff, crewing agencies and industry experts such as from Shell, P&I Clubs and Lloyds Register.

Training for Spill Response in East Africa

The question of how to manage emergency preparedness and response in the oil and gas sector was on the agenda at a workshop in Zanzibar, United Republic of Tanzania (17-20 October). Participants from countries across the East Africa region gathered to highlight good practices in developing national preparedness and response systems, as well as how to improve understanding of risk assessments related to oil and gas development and potential impacts on environment. The group also worked to identify areas for strengthening emergency preparedness and response at national and regional levels.

Global Treaty to Halt Invasive Aquatic Species On

A key international measure for environmental protection that aims to stop the spread of potentially invasive aquatic species in ships’ ballast water enters into force today (8 September 2017). The International Convention for the Control and Management of Ships' Ballast Water and Sediments (BWM Convention) requires ships to manage their ballast water to remove, render harmless, or avoid the uptake or discharge of aquatic organisms and pathogens within ballast water and sediments.

Ballast Water Convention Fate in the Balance -Coldharbour CEO

Delegates at the IMO’s Marine Environment Protection Committee 71, due to gather in London during the first week of July, may well have the last chance to ensure that the long-delayed Ballast Water Convention is implemented, as intended, in an orderly fashion when ships undergo their special surveys, once every five years. This, says Coldharbour Chief Executive Andrew Marshall, will ultimately decide whether the Convention’s requirements are finally fulfilled across the many thousands of ships which require ballast water treatment system installations.

India Strives to Improve Efficiency of Ports

While increasing the capacity of major ports, Ministry of Shipping has been striving to improve the operational efficiencies through mechanization and other measures. As a result key efficiency parameters have improved considerably. The Average Turnaround Time has registered a significant improvement in 2015-16 and was 3.63 days as against 4.00 days in the corresponding preceding year. This has further improved to 3.49 days in the current year (up to October, 2016). The Average Output Per Ship Berthday has increased from 12458 Tonnes in 2014-15 to 13151 Tonnes in 2015-16.

OPOL Announces Executive Team Appointments

The body responsible for the offshore oil and gas industry’s voluntary pollution compensation scheme has announced two appointments to its executive team. The Offshore Pollution Liability Association Limited (OPOL) has appointed a new managing director, Jacquelynn Craw, with effect from December 1. OPOL also confirmed the reappointment of its current chairman, Colin Wannell, with effect from January 1,  2017. Craw succeeds Niall Scott as managing director, who has held the post since 2011. Scott will step down at the end of December after completing his handover.

Australian LNG-fueled RO/RO Enters Service

A brand new liquefied natural gas (LNG)-fueled roll-on-roll-off freight vessel, Searoad Mersey II, has commenced service from its home port Devonport, in northern Tasmania, Australia. Touted by Bass Strait shipping and logistics firm SeaRoad as the “cleanest, greenest freight ship ever to trade in Australian waters”, Searoad Mersey II is the first coastal ship in Australia to use LNG fuel-and-power technology and the first pure dry cargo ship in the world to use a roll-on roll-off LNG supply system.

Myanmar accedes to CLC Protocol

​Myanmar has deposited its instrument of accession to the 1992 Protocol to the International Convention on Civil Liability for Oil Pollution Damage (CLC). The efforts to bring the legislation into national law followed the participation of Myanmar at a five-day workshop hosted by International Maritime Organization (IMO) in November 2015, during which Government officials from Myanmar gained insight into IMO treaties on liability and compensation and the benefits, rights and obligations of Parties to these conventions.

IUMI Position Paper on the Offshore Safety Directive
