The Port of Houston Authority of Harris County, Texas (“Port Houston”) is the steward, advocate, and a strategic leader for the Houston Ship Channel, a 52-mile complex comprising more than 200 public and private facilities that together contribute nearly US$1T annually to the US economy. Port Houston ranks as the fifth-largest US container port, behind only Los Angeles, New York, Long Beach, and Savannah, and for the last eleven years has been the fastest-growing US container port, growing four times faster
than the average of ports ranked 2-10 and twice as fast as the second-ranked port.
Port Houston’s growth story continues. As the nation’s fastest-growing major container port, we must continue to invest in our maritime infrastructure to keep pace with demand. We currently have two major new container wharves under construction, one each at Bayport and Barbours Cut container terminals.
To support these efforts and as part of our long-term infrastructure development strategy, we are issuing the enclosed Request for Proposals (RFP) for the procurement, delivery, installation, and commissioning of ten (10) ship-to-shore (STS) cranes for Port Houston’s container terminals. These new cranes will be essential to unlocking the economic impact of our container terminals – without them, the terminals cannot function. This is by far our largest crane purchase to date, and we believe it represents the largest single STS crane order in US history. For this strategically important procurement, we are committed to finding the right manufacturers with which to partner.
Our focus for this procurement will be to find the best value to Port Houston, and we are eager to receive bids from as many interested parties as possible. We will consider any bid package that meets our substantive requirements, submission deadline, and delivery timeline, even if some of the other details vary. We are looking for STS cranes that can meet our operational and financial needs, so we encourage your firm to submit a proposal even if it does not meet our specifications if it is a viable alternative we should consider.
