Al Westerman has been named a Port/Maritime Security Specialist in the Tampa office of Parsons Brinckerhoff, a global infrastructure strategic consulting, engineering and program/construction management organization.
In his new position, Westerman will provide maritime security consulting services at ports in the U.S. and around the world. He will prepare facility security assessments and facility security plans, conduct port vulnerability assessments, security training, technology integration and help clients fulfill obligations under the International Ship and Port Facility Security Code and the Maritime Transportation Security Act.
Westerman has more than 38 years of experience with U.S. Customs and Border Protection and the United States Secret Service. He is an expert in port security, law enforcement training and evaluation, crisis management, and other aspects of maritime security. Prior to joining Parsons Brinckerhoff, he was Director of Maritime Security for an international engineering firm.
During Westerman’s career with U.S. Customs and Border Protection, he held a variety of positions, including Special Agent-in-Charge, Tactical Enforcement Division, Miami. While in that position he directly supervised more than 300 federal law enforcement officers and was responsible for a fleet of 75 vessels. Westerman also held the position of Assistant National Director of Training for U.S. Customs and Border Protection at the Federal Law Enforcement Training Center in Glynco, Georgia. Prior to joining U.S. Customs and Border Protection, he was assigned to the presidential protection detail of the U.S. Secret Service.
Westerman received an M.S. in law enforcement management from the University of Virginia and a B.S. in political science from Lynchburg College. He also is a graduate of the Secret Service’s training academy.
