NOPB, Port NOLA Secure EPA Grant

The Port of New Orleans and project partner, the New Orleans Public Belt Railroad (NOPB), were awarded a National Clean Diesel Funding grant from the United States Environmental Protection Agency.The EPA grant will provide 40% of total project cost, allowing NOPB to retrofit the engine of a conventional diesel locomotive to a cleaner engine with low emissions beyond current requirements. APM Terminals Uruguay Inches to Zero Carbon Emissions

APM Terminals Inland Services Uruguay (also known as Montevideo Port Services SA) switched on 648 solar panels this month, capable of producing 228.6 MWh per year, enough to meet up to 90 percent of the facilities entire annual consumption.By switching to their own renewable energy source, Inland Services Uruguay, the largest equipment maintenance and repair provider in the country, will reduce its CO2 emissions by almost 50 tonnes per year. Port NOLA awarded for leading Clean TRIP program

The Port of New Orleans (Port NOLA) received an Environmental Leadership Award from the Louisiana Department of Environmental Quality (LDEQ) on April 10, 2018, for the success of its Clean Truck Replacement Incentive Program (Clean TRIP) which used federal and state clean diesel grants to voluntarily improve air quality by replacing old diesel cargo trucks with new, cleaner-burning models. The cost-share program allowed eligible truck owners to receive up to $35,000 or half the cost of a new truck towards the replacement.

How Japan Can Lead the Marine Renaissance

Being an island nation, Japan is inevitably dependent on seaborne trade. Over time, this has led to it becoming a strong player in the global maritime market. Japan’s shipbuilding pedigree has gained the country a foothold in LNG carriers, dry bulk cargo barge and pure car truck carriers (PCTC). While Japan is still a significant player, large-scale investments made by the Chinese and South Korean governments in the 1980s pushed them ahead. Japan’s energy market is also going through a period of change.

Royal Caribbean to Install Scrubbers on 19 Ships

Royal Caribbean Cruises Ltd. (RCL) will retrofit 19 of its ships with advanced emissions purification (AEP) systems. These systems, also known as scrubbers, will remove more than 97% of the sulfur dioxide emissions generated by the ships' diesel engines. According to RCL, the move will position the company ahead of all forthcoming International Maritime Organization (IMO) Emission Control Area (ECA) emissions standards, and will ensure compliance with existing European Union (EU) standards.

Gas Turbine Powered LNG Carrier Earns Lloyd’s Register AIP

GE Marine and Dalian Shipbuilding Industry Company (DSIC) announced at the SMM 2014 exhibition they have received Approval in Principle (AIP) for their jointly developed gas turbine-powered LNG carrier design. The AIP, issued by Lloyd’s Register, was sought for this LNG carrier since this is an innovative and novel concept not covered by traditional classification rules. It was late 2013 when the three companies initially announced the gas turbine LNG design and then swiftly set out to obtain AIP.

Trojan Marinex BWTS Earns USCG AMS Acceptance

Trojan Marinex ballast water treatment system receives U.S. Trojan Technologies’ Trojan Marinex ballast water treatment (BWT) product suite is one of the few to receive United States Coast Guard (USCG) Alternate Management System (AMS) acceptance, in accordance with the USCG’s final rule for Standards for Living Organisms in Ships’ Ballast Water Discharged in U.S. waters, for all water qualities: freshwater, brackish water and marine water. While AMS is an important certification, Trojan said USCG Type Approval continues to be its main objective.

Stepped Up N. American ECA Enforcement: Consequences

In a new enforcement initiative, the United States Environmental Protection Agency (EPA), in cooperation with the United States Coast Guard (USCG), has boarded vessels to collect bunker samples to determine whether the vessels’ fuel sources meet the 1.0% fuel oil sulphur limit applicable within the North American Emissions Control Area (“ECA”), informs UK P&I Club as advised by Montgomery Mccracken Walker & Rhoads LLP. The EPA also disclosed that it has been “experimenting” with vessel flyovers to assess vessel smokestack plumes for the same purpose.

GE Marine and Lloyd’s Register report they have signed a Memorandum of Understanding (MOU) to identify potential gas turbine-powered commercial ship projects. GE Marine is one of the world’s leading manufacturers of marine propulsion systems, products and services. Lloyd’s Register helps clients to safely design, build and maintain ships, oil rigs, rail networks and power stations, and is a key player in supporting innovation in shipping - to reduce both environmental impact and to improve ship performance.

Wärtsilä Beefs Up Dual-Fuel Engine

The latest version of Wärtsilä's 34 DF (Dual Fuel) marine diesel engine offers a power increase up to 500kw per cylinder. The Wärtsilä 34DF engine has proven to be a highly efficient and reliable solution for a wide range of vessel applications. The latest version is expected to expand that range even further. Lower fuel consumption of this engine will further improve its environmental performance. Since 2003,  Wärtsilä says that their 34DF has paved the way in the LNG-fuelled offshore support vessel market.

DOJ: Vessel Operator Admits Pollution

United States Attorney Donald J. Cazayoux, Jr., announced that, yesterday, CLEOPATRA SHIPPING AGENCY, LTD., a Greek vessel management company, pled guilty to violating the Act to Prevent Pollution from Ships and was sentenced to pay a $300,000 fine and serve a three-year term of probation requiring implementation of an environmental compliance program. U.S. District Judge James J. Brady ordered that $150,000 of the fine be awarded to the CLEOPATRA employee who reported the violation to the United States Coast Guard. In pleading guilty, CLEOPATRA agreed to the following facts.

Rolls-Royce Marine Gas Engine EPA Approved

Rolls-Royce announce the United States Environmental Protection Agency (EPA) has approved its C-class engine for sale in the U.S. market. The C-class is a state-of-the art marine gas engine designed to improve fuel efficiency, dramatically cut harmful methane emissions and meet strict international environmental standards set to take effect in 2016. ECA Compliance Waiver Granted to US Shipowner TOTE

EPA and USCG facilitate a move by Totem Ocean Trailer Express (TOTE) to convert its vessels to alternative fuels. Totem Ocean Trailer Express (TOTE) has received a permit providing a conditional waiver from the current Emissions Control Area (ECA) fuel sulfur content requirements of MARPOL Annex VI regulation 14.4 while the company pursues conversion of its vessels to alternative fuels. The permit was issued by the United States Coast Guard (USCG) under authority provided in Regulation 3 of Annex VI.

North American Emission Control Area Now in Effect

The North American Emission Control Area (ECA), under the International Convention for the Prevention of Pollution from Ships (MARPOL), is in effect from 1 August 2012. Stricter controls on emissions of sulphur oxides (SOx), nitrogen oxides (NOx) and particulate matter for ships trading off the coasts of Canada, the United States and the French overseas collectivity of Saint-Pierre and Miquelon are now brought in. There are now three designated ECAs in effect globally, the other two being SOx ECAs in the Baltic Sea area and the North Sea area.

Hatley’s paper titled, “New Marine Era for Gas”, was presented during the technical program of the 2012 Offshore Technology Conference that took place April 30 – May 3 in Houston, TX. His presentation covered the five drivers of preference for LNG natural gas. These drivers include, the availability and affordability of shale gas and the three United States Environmental Protection Agency mandates that cover: sulphur content reductions in fuel, the geographic Emissions Control Area, and the stringent engine emissions reductions.

CA ARB to Enforce Harbor Craft Rules

ARB has received United States Environmental Protection Agency (U.S. EPA) authorization to enforce the Commercial Harbor Craft Regulation, including new and in-use engine emission limits. In 2007, the California Air Resources Board (ARB) adopted the Commercial Harbor Craft Regulation (CHC regulation), which has reporting, recordkeeping, and monitoring requirements, in addition to requirements for both new and in-use engines. U.S. DOJ: Guilty Plea in Oil Pollution Case

U.S. Shipping Company Convicted For Oil Pollution On High Seas. Horizon Lines, LLC was sentenced Tuesday in front of the Honorable Richard Seeborg after pleading guilty to felony charges concerning violations of international and national oil pollution laws that occurred on a large container ship called the S/S Horizon Enterprise, United States Attorney Melinda Haag announced. As part of a plea agreement, the company was ordered to pay $1,500,000, with $500,000 of the monies going to environmental projects in the San Francisco Bay area.
