China Workshop Discusses Oil Pollution Response

BSEE Participates in Circumpolar Gap Analysis Workgroup
Bureau of Safety and Environmental Enforcement staff from the Oil Spill Preparedness Division attended an international workshop last month that focused on how Arctic meteorological and oceanographic conditions can affect traditional oil spill response strategies. The Arctic Council's Emergency Prevention, Preparedness, and Response working group approved a project in late 2014 to study the effects of environmental factors such as wind, temperature, sea state, and ice coverage on traditional oil spill response tactics.
Canada Releases Tanker Safety System Report
The Government of Canada has released the second report of the independent Tanker Safety Expert Panel, “A Review of Canada’s Ship-source Spill Preparedness and Response: Setting the Course for the Future, Phase II – Requirements for the Arctic and for Hazardous and Noxious Substances Nationally”, as part of the government’s efforts to continue strengthening Canada’s tanker safety system. The panel’s report concludes there are opportunities to enhance Canada’s prevention, preparedness and response requirements to better protect the public and the environment.
Arctic Spill Response Heats Up
Nine oil and gas companies commit to advancing Arctic oil spill response. The oil and gas industry has made significant advances in being able to detect, contain and clean up spills in arctic environments. To further build on existing research and improve the technologies and methodologies for arctic oil spill response, the oil and gas industry established the Joint Industry Program on Arctic Oil Spill Response Technology (JIP). According to the US Geological Survey, the Arctic holds 13% of the world’s undiscovered petroleum and 30% of its undiscovered natural gas.
SE Asia Oil Spill Response Initiative Launched
IMO & IPIECA, the global oil and gas industry association for environmental and social issues, jointly launch a new Global Initiative (GI). The GI programme, aimed at improving the oil spill preparedness and response capabilities in south east Asia was launched at a recent regional workshop in Jakarta, Indonesia. IMO and IPIECA have, for a number of years, been working with their international and regional partners to establish this new regional programme, which demonstrates a major commitment from both Government and industry to improve oil spill preparedness and response in the region.
Arctic Risk Management Study Released by DNV & FNI
A new study about crucial risk management issues relating to Arctic operations is released by DNV and the Fridtjof Nansen Institute (FNI). The study concludes that, in order to safely develop Arctic resources, there is a need for improved technology, oil spill preparedness and close cooperation between the authorities, industry and society. DNV’s CEO, Dr Henrik O. Madsen, presented the study entitled ‘Energy and the environment – Arctic resource development, risks and responsible management’ at the Offshore Northern Seas (ONS) Conference in Stavanger.
Coast Guard, BSEE: Repsol Rig Review Complete
Personnel from the U.S. Coast Guard and the U.S. Department of the Interior’s Bureau of Safety and Environmental Enforcement completed a review of the mobile offshore drilling unit Scarabeo 9, Monday, off the coast of Trinidad and Tobago. The review followed an invitation from the vessel’s operator, Repsol.
