IMO Reaches Deal to Cut CO2 Emissions
The United Nations shipping agency reached an agreement on Friday to cut carbon emissions, following years of slow progress. The compromise plan, which will cut emissions by at least 50 percent by 2050 compared with 2008 levels, fell short of more ambitious targets. Kitack Lim, Secretary-General of the International Maritime Organization (IMO), said the adoption of the strategy "would allow future IMO work on climate change to be rooted in a solid basis". The IMO said it would also be pursuing efforts towards phasing out CO2 emissions entirely.
Call for Carriage Ban on Non-Compliant Fuel
A group of leading environmental and maritime shipping organizations have called for the prohibition of transporting non-compliant marine fuels once the global 0.5 percent sulfur cap takes effect in 2020. The United Nation's International Maritime Organization (IMO) has agreed that from 1st January 2020 the maximum permitted sulphur content of marine fuel (outside Emission Control Areas) will reduce from 3.5% to 0.5%. Unless a ship is using an approved equivalent compliance method, there should be no reason for it to be carrying non-compliant fuels for combustion on board.
Women in Maritime: New UK Taskforce Established
Setting out to increase fairness, equality and inclusion within the maritime sector, Maritime UK has established a Women in Maritime Taskforce, a move welcomed by the U.K.’s new Maritime Minister, Nusrat Ghani MP. “I am delighted to see Maritime UK taking action to attract more women into our maritime industries, and I welcome this taskforce as an important first step,” said Ghani, who is only the second woman to hold the Department for Transport portfolio for the U.K.’s £40 billion maritime sector.
ICS Chairman: Shipping Industry Focused on Serious CO2 Emission Reduction

ClassNK Sets up Industry's first Digital Archive Center
ClassNK has established ClassNK Archive Center (NKAC), the maritime industry’s first onshore digital archive center that fully complies with IMO Goal-based ship construction standards (GBS) and the Industry Standard, which begin to apply from today. IMO GBS are broad, over-arching safety and environmental standards that ships are required to meet during their operational lifetime. The new SOLAS regulation II-1/3-10 made GBS applicable to bulk carriers and oil tankers of 150m in length and above for which the building contract is placed on or after 1 July 2016.

Risk Management and the Human Element
Even as ship vetting and risk management techniques evolve, defining the human element of the equation nevertheless remains ever elusive. If the vast majority of shipping casualties are a function of ‘human error,’ then it is also true that the effort to identify, define – and mitigate – the risk that emanates from the human factor remains very much a work in progress.
