Port of Long Beach Awarded $50 Mln for Zero Emissions Project
The drive toward cleaner goods movement continues on the U.S. West Coast. MPA Pumps $8.9 Mln More into Singapore's LNG Bunkering
The Maritime and Port Authority of Singapore (MPA) has injected another S$12 million (US$8.9 million) to boost liquefied natural gas (LNG) bunkering in the Port of Singapore. Half of this S$12 million has been set aside to co-fund the building of new LNG bunker vessels to facilitate the development of ship-to-ship LNG bunkering in the Port of Singapore. Harley’s Latest tug begins service
The latest addition to the Harley Marine fleet is now completing sea trials and preparing to enter service. The “M/V Earl W. Redd” will be operated under the flag of the Olympic Tug & Barge unit of Harley. The 120 foot tractor tug, built by Diversified Marine Inc. in Portland, Oregon, and named after the father of Diversified President Kurt Redd, is slated to enter service providing unrestricted coastal towing along the West Coast of the United States. Tier IV-compliant CAT engines coupled to Rolls-Royce “Z-drives” power the tug, delivering an expected bollard pull capability of 75 tons.
N. American World Maritime Day to Be Held in New York
The 2016 North American World Maritime Day Observance will be held on October 27 at Pier A in New York City, announced Joseph Hughes, Chairman of the North American Marine Environment Protection Association (NAMEPA). Drydock Vigilant Expected at Vigor Seattle
The 14,000-long ton capacity drydock Vigilant that will support hundreds of family-wage industrial jobs at Vigor Industrial’s shipyard on Harbor Island is scheduled to arrive in Elliott Bay late Saturday or early Sunday. The 528-foot long drydock, which is being towed from Portland by tugs from Seattle’s Harley Marine Services, will enable Vigor to continue to compete with California and U.S. Gulf Coast shipyards for ship repair, maintenance and construction contracts. The Vigilant replaces a sister drydock that was decommissioned in February.

USCG Cutter in Oregon Spill Drill
The crew of Coast Guard Cutter Fir, a 225-foot buoy tender homeported in Astoria, Oregon, participated in a Spilled Oil Response System exercise near Blake Island, Washington, Wednesday. The exercise was part of an annual response exercise and included members of the Coast Guard 13th District Response Advisor Team, Pacific Strike Team out of Novato, California, Coast Guard Auxiliary, Washington State Department of Ecology, Harley Marine Service Inc., Navy Region Northwest, Washington State Ferries, and the Marine Spill Response Corporation.
Shipbuilding: Vigor Industrial Grows Stronger

Harley Tractor Tug 'Robert Franco' Launched
Nichols Brothers Boat Builders has launched the first of two tractor tugs they have contracted with Harley Marine Services. The new tugboat will be delivered to Harley Marine Services in mid April 2013. The Tractor Tug, a Jensen Maritime of Seattle, Washington design, is ABS load line certified. It has two Caterpillar 3516C diesel engines coupled to the Rolls Royce z-drive system and it is also equipped with two Cat C9 generators. The propulsion package will produce over 90 tons of bollard pull with a combined horsepower of 6,770, giving the tug exceptional pulling power and maneuverability.
Nichols Brothers Boat Builders Launch M/V Robert Franco
On March 14, 2013 Nichols Brothers Boat Builders launched the M/V Robert Franco the first of two tractor tugs Nichols has contracted with Harley Marine Services. Nichols began construction of the 100’ x 40’ Z-drive ship assist tractor tug in May of 2012. On March 14th 2013 Nichols launched the vessel into Holmes Harbor of Whidbey Island from their Freeland Shipyard. The vessel was then towed to Nichols Langley site for final vessel outfitting, dock and sea trials. The M/V Robert Franco will be delivered to Harley Marine Services in mid April 2013.
Jensen Maritime Designs Harley Tugs & Barge
Crowley Maritime subsidiary, Jensen Maritime complete design of 2 ASD tugboats & a deck cargo barge for Harley Marine. Seattle-based naval architecture and marine engineering company Jensen Maritime recently completed the designs of two new ASD tugs, based on the popular Valor tugboat design, and a 250’ x 70’ x 15’ 8” deck barge for customer Harley Marine, a Seattle-based marine transportation provider. The tugs, named Robert Franco and Ahbra Franco, will provide tanker escort and ship assist services along the U.S. West Coast once delivered.
Harley Marine Awards US Fab Barge Contract
US Fab, a Vigor Industrial company, will soon begin construction on a 250’x70’x15’8” deck barge for Harley Marine Services at Vigor’s Swan Island shipyard in Portland, Oregon. This purpose built barge was designed by Jensen Maritime Consultants to transport a wide variety of cargo between Dutch Harbor and Akutan, Alaska with up to 3 runs per week. “Having the ability to collaborate with Jensen and Harley during the initial production design for this barge, will allow us to have maximum efficiency during construction,” said Bryan Nichols, Sales Manager at Vigor Industrial.
Harley Marine Signs Multi-barge Construction Contract
Harley Marine Services orders 4 new Sister-class petroleum barges from Conrad Shipyards of Morgan City, Lousiana. Each double-hulled unit has a carrying capacity of 30,000 barrels and measures 297 feet in length. Once completed the barges will enter the Harley Marine Gulf fleet and service customers in the United States Gulf Region. The barges were designed by Conrad Industries with input from Harley Marine’s management team to ensure internal and regulatory performance requirements were not only met but exceeded.
Vigor Industrial: A Rising Star in Shipbuilding in the Pacific Northwest & Alaska Arctic
“There is a resurgence of the marine industry in the Pacific Northwest we haven’t seen for 20 to 30 years now,” said Vince Piscitello, Vice President of Business Development for Vigor Industrial LLC. “The oil and gas industry is really new to our area,” he said, although he expects to see it grow significantly with Shell’s exploration of the Chukchi and Beaufort Seas off Alaska’s northern coast. State run ferry operations in Washington and Alaska are at a point where they must renew fleets built in the 50s and 60s.
U.S. Barge Delivers for Harley Marine
U.S. Barge recently delivered another high capacity petroleum barge to Harley Marine Services. Barge Sixty-Five Roses is a unique design from Elliott Bay Design Group. With new efficiency and voluntary environmental features incorporated into the design, the barge continues Harley’s pattern of continuous improvement. Barge Sixty-Five Roses is a 422 x 76-ft. tank barge with capacity of 83,600 barrels. Outfitting requirements include two vertical turbine cargo pump systems, a cargo heating system, a vapor recovery system, two hose cranes, and five hydraulic mooring winches.

Starlight Marine Trains with USCG
Starlight Marine Services, a full service marine transportation provider and subsidiary of Harley Marine Services, has collaborated with the United States Coast Guard to conduct on the water rescue training. The first training was conducted on January 15 and the more recent was on April 1. This training marked the first time the air station trained with members from the tug and barge industry. During the April training, two Coast Guard MH-65 Dolphin class helicopters were on scene from Air Station San Francisco to conduct hoist training with the crew from Starlight Marine’s Millennium Falcon.

EBDG Completes Barge Designs for Harley
Elliott Bay Design Group (EBDG) recently announced that the final barge in its 31,500-barrel class design for Harley Marine Services (HMS) has entered service. Four hulls were constructed to this design, with EBDG working with the shipyards to provide detail engineering. The first barge constructed, the David Fanning, entered service in December of 2008, followed by the Bernie Briere in February 2009 and the Lily Blair in June of 2009. The Nathan Schmidt completed the design series and entered service in July of 2009.
