Maritime Single Window for Antigua and Barbuda
Antigua and Barbuda is getting ready to implement a maritime single window for ship notifications relating to stay and departure of the vessel, under a project facilitated by IMO technical cooperation programme. Norway is financing the project as well as providing technical expertise. The first phase of the project has been initiated with a kick-off week in St. John's (9-13 October). Mission to Seafarers Responds to Singapore Strait Tragedy
Global maritime welfare charity The Mission to Seafarers outlines emergency support work with surviving crew members of the Thorco Cloud – a general cargo vessel which sank in the Singapore Strait after a collision on December 16. The other vessel involved, chemical tanker Stolt Commitment, received only minor damage and is in a stable condition. Cayman Islands-registered Stolt Commitment and freighter Thorco Cloud bearing the Antigua and Barbuda flag collided in the eastbound lane of the Traffic Separation Scheme (TSS) in the Singapore Strait.
Caribbean MOU Approves Proposed Revised Vessel Code
The Caribbean Memorandum of Understanding on Port State Control (CMOU) held its 19th Committee meeting in Montego Bay, Jamaica from June 24-26, 2014. This meeting was hosted by the Maritime Authority of Jamaica and the Ministry of Transport, Works and Housing presided over the Opening Ceremony on June 23, 2014. At this meeting the Committee approved the revised Code for the Safety of Small Commercial Vessels (SCV). The meeting was attended by 14 of the 15 member States and one associate member State with only Guyana unable to attend.
Jamaica Hosts CMOU Port State Control Committee
Minister of Transport, Works and Housing, Dr. the Hon. Omar Davies, MP, will be giving the opening address at the 19th annual meeting of the Caribbean Port State Control Committee (CPSCC 19), put on by the Secretariat of the Caribbean Memorandum of Understanding (CMOU) which begins with an official ceremony on June 23, 2014 at the Holiday Inn Sun Spree Resort in Montego Bay. The Secretariat of the CMOU is located at the offices of the Maritime Authority of Jamaica (MAJ) in Kingston. As Jamaica’s maritime administration, the MAJ takes very seriously its port State control responsibilities.
Old Propulsion Machinery Top Cause of Ship Detentions
68 ships (41% of all detentions) were detained over the 3 month period as a direct result of the CIC for deficiencies related to propulsion and auxiliary machinery. Problem areas included the propulsion of the main engine, cleanliness of the engine room and emergency source of power/emergency generator. In previous years deficiencies related to propulsion and machinery installations accounted on average for 7% of the total number of deficiencies within the Tokyo and Paris MoU´s, ranking number six in comparison with all the deficiencies by categories statistics.
Argentine Union Warns ITF Certificate Obligatory for Bahia Banca Entry
The UK P&I Club’s Argentinian Correspondents have advised that the local Maritime Workers Union (SOMU) have issued a note stating that they will not allow the entrance of any vessel to the port of Ingeniero White (Bahia Blanca) that does not hold a valid ITF certificate on board. The Union has also demanded that a copy of the ITF certificate is sent by mail in advance. Ship Fire Safety Still Serious Concern: Paris MOU Survey
Preliminary results from the Concentrated Inspection Campaign (CIC) on Fire Safety Systems, underline fire safety concerns. The results are based on the CIC survey carried out between 1 September 2012 and 30 November 2012 in the Paris MoU region. 103 ships were detained over the 3 month period as a direct result of the CIC for deficiencies related to Fire Safety Systems. 64% of all ships detained in the three month period were detained for fire safety related issues. Problem areas included fire pumps and its pipes, fire fighting equipment and appliances, and the fire control plan.
The 100 Series Rules for the Use of Force
With the 100 Series Rules for the Use of Force attracting considerable attention from the key stakeholders in the industry. Adam Swierczewski, Corporate and Legal Affairs Manager of the leading Maritime Security Company, Ambrey Risk, has made observations from the Industry perspective. The 100 Series is said to be designed to ‘alleviate uncertainty’* and provide ‘clear legal basis for acts of self-defense’*. At the moment individual Private Maritime Security Companies (PMSCs) submit their Rules for the Use of Force (RUF) to flag states as a part of the flag state approval process.
Milestone Ratifications of Seafarers’ Labor Rights Charter
The ILO’s Maritime Labour Convention has now been ratified by 30 countries, meaning it will go into effect in a year’s time. The charter sets out the labour rights of the world’s 1.2 million seafarers. The ILO has received the 30th ratification of the Maritime Labour Convention, 2006 (MLC, 2006) fulfilling the last condition for the first global standard that spans continents and oceans to go into effect in a year’s time. “This is great news for the world’s more than 1.2 million seafarers,” said ILO Director General Juan Somavia.
Germanischer Lloyd: Fleet Passes 100 Million GT
GL’s fleet in service passed the historic mark of 100 million GT. Over 7,200 vessels are under the regular technical supervision of GL. The fleet doubled within the past six years. The ship which saw GL break the 100 million mark was shipping company Hamburg Süd's 85,676 GT "Santa Rosa". The 300-meter-long container ship, built by South Korean shipyard Daewoo, has a capacity of 7,100 standard containers (TEU) and fulfils the requirements of the Energy Efficiency Design Index (EEDI) the soon to be mandatory energy efficiency measure.
Russian Master Drunk While in Command
Late on Jan. 7, ABP notified the Maritime & Coastguard Agency via Solent Coastguard after concerns were raised that a vessel Balu C was not being managed correctly on its passage into a berth at the port. The Master of the Balu C, Valery Semenov, was breathalysed by the Police upon arrival into Southampton Port, and he was found to have 94 microgrammes (mg) in 100 millilitres of breath. In the case of breath, 35 microgrammes of alcohol in 100 millilitres is the legal limit. Therefore Semenov, a 52 year old Russian national was nearly three times that legal limit.
