Coast Guard Proposes Annual Great Lakes Pilotage Increase

Duluth Port Exec Director Receives Distinguished Service Transportation Award

In recognition for his leadership in the freight transportation and logistics field and contributions to leadership, mentorship and education of future leaders in private sector freight transportation, the Center for Transportation Studies (CTS) presented its 2017 William K. Smith Distinguished Service Award to Vanta Coda, executive director of the Duluth Seaway Port Authority. The award was presented at the CTS annual meeting and awards luncheon on Feb. 15, in the McNamara Alumni Center on the University of Minnesota campus.

Legislators Urge Trump to Fund Dredging

A coalition of 75 members of the House of Representatives called on President Trump to fully fund harbor maintenance programs in his upcoming Fiscal Year 2018 budget proposal. The letter, available here, noted that the Water Resources Reform and Development Act of 2014 (WRRDA) called for FY18 harbor maintenance expenditures to equal 74 percent of FY17 Harbor Maintenance Tax revenue. An Op-Ed issued by the Lake Carriers’ Association, American Great Lakes Ports Association and Great Lakes Maritime Task Force addresses the “exaggerations and inaccuracies” surrounding the Vessel Incidental Discharge Act (VIDA), and explains how the legislation will best protect the Great Lakes from aquatic nuisance species. Recently, several articles, editorials and letters have perpetuated exaggerations and inaccuracies about the Vessel Incidental Discharge Act (VIDA). We believe the public deserves the rest of the story.

Soo Locks Open for 2016

At 12:01 a.m. today, the U.S. Army Corps of Engineers officially opened the Soo Locks for the start of the 2016 shipping season. The locks at Sault Ste. Marie, Michigan are among 16 locks that form the Great Lakes St. Lawrence Seaway navigation system which extends from Duluth, Minnesota to the Atlantic Ocean. Together these 16 locks lift or lower ships 600 feet – the height of a 60 story building. Since the Soo Locks closed in January, the Corps has been busy executing winter maintenance, repair and rehabilitation projects.

Bi-national Great Lakes Seaway Partnership Launched

The American Great Lakes Ports Association in partnership with the Lake Carriers’ Association, Fednav Limited, and the Saint Lawrence Seaway Development Corporation, have jointly sponsored a new bi-national public affairs program called The Great Lakes Seaway Partnership. The Great Lakes Seaway Partnership, officially launched today with the unveiling of a new website, brings together leading U.S. and Canadian maritime organizations working to enhance public understanding of the benefits of commercial shipping in the Great Lakes Seaway region of North America.

Randy Rogers Named New Waukegan Port District GM

Randy Rogers became the new Waukegan Port District general manager in November, the American Great Lakes Port Association announced today. Rogers, a U.S. Naval Academy graduate, spent the last 21 years working for the U.S. Maritime Administration (MARAD) in a series of diverse positions while earning a Master's Degree in National Security and Strategic Affairs from the U.S. Naval War College. Previously, Rogers served 11 years in the Navy throughout  the Pacific and the Middle East, holding position in operations, logistics and communications.

Coalition Asks Senate for Vessel Discharge Legislation

On June 20, a diverse coalition of 58 national and regional organizations representing a wide array of leading business, maritime and labor organizations signed on to a letter to Senate Commerce, Science and Transportation Committee Chairman John Rockefeller (D-W.Va.) and Ranking Member John Thune (R-SD) urging that the committee mark up and approve S. 2094, a bill that would establish a uniform, science-based national framework for the regulation of ballast water and other vessel discharges. S. 2094, introduced on March 6 by Sens.

Great Lakes Ports Association Elects New Leadership

Members of the American Great Lakes Ports Association (AGLPA) elected new leadership at their annual summer meeting held this year in Oswego, New York. The new president is William Friedman, President & CEO of the Cleveland-Cuyahoga County Port Authority. Dean Haen, director of the Brown County Port & Solid Waste Department in Green Bay, will serve as vice president. The secretary-treasurer position will be held by Paul LaMarre, port director at the Port of Monroe (Michigan). The term of office is two years.

Duluth Port Executive Director to Retire

Adolph Ojard, Executive Director of the Duluth Seaway Port Authority, plans to retire this year after serving in that leadership role for the past decade. A national search is underway for a new Executive Director. The board anticipates having that person hired by the end of summer/early fall. After a brief transitional time, Ojard will then settle into retirement. Ojard was appointed executive director of the Duluth Seaway Port Authority in March 2003. A Great Lakes maritime and transportation veteran, he now serves as the Port Authority's chief executive officer.

AGLPA Responds to BWT Research Findings

Steven A. Fisher, Executive Director of the American Great Lakes Ports Association takes issue with the findings of a Notre Dame Ballast Water Technology research paper. In recent years, a debate has raged between the maritime industry and environmental activists regarding the appropriate regulation of ships' ballast water. This public policy discussion has unfortunately been tainted by considerable misinformation. Such misinformation fuels "issue hysteria" and leads to poorly crafted regulations.

New York Amends Ballast Water Rules

Great Lakes Shipping Industry Praises Deadline Extension. The New York State Department of Environmental Conservation (NYDEC) today modified its ballast water discharge permit and extended the deadline by which ship owners have to comply with state rules. Today's action effectively eliminates onerous ballast water treatment requirements through the end of 2013. The agency’s ballast water regulations are the most stringent in North America and have been the topic of considerable controversy.
