It is possible the seafarers in charge at the time and owners might be responsible of a minor infraction of some rules. But it appears that it is the Australians themselves who are responsible for not having made adequate requirements and provisions for pilotage. Throwing ship officers in the slammer and fining them does not solve the problem in this case. It is the regulators and charterers who should be investigated for derelict of duty.
